Pulse flour, sugar, and butter in food processor. Add vanilla and water. Chill 20-30 minutes.

Roll dough 1/4" thick, cut into 12 rectangles. Add preserves, top with second rectangle, seal edges.

Make ventilation holes, bake at 400°F for 15 minutes until golden.

Cool completely. Mix icing ingredients, spread on tarts, top with sanding sugar.
